JOB TITLE: Environmental Coordinator
POSITION STATUS: Full Time – flexible schedule
SALARY: $25 / hour up to $52,000 annually
JOB GOAL:
The Environmental Coordinator is responsible for building the Native Village of Napaimute’s capacity to develop and administer an environmental program to address environmental issues as identified under the 2011 Indian General Assistance Award from the United States Environmental Protection Agency.
The environmental issues identified for Napaimute are as follows:
• Regional large-scale natural resource development. The development of Donlin Creek for example.
• The Kuskokwim Watershed Planning Effort.
• Continued advancement of renewable/alternative energy resources for Napaimute
• Local & Regional subsistence issues with emphasis on salmon & big game management
• Overall community development issues including solid waste management.
• Management of our forest resources for sustainable economic development
DUTIES AND RESPONSIBILITIES:
• Continue building the capacity of Napaimute’s Environmental Department to address our identified environmental issues.
• Pursue funding opportunities that will enhance Napaimute’s capacity to address our identified environmental, economic, and community development issues. (grant writing)
• The ordering of basic supplies to support the activities of the Environmental Department.
• Become thoroughly familiar with financial and progress reporting requirements as well as other documentation required by EPA.
• Travel to attend conferences and trainings that support the capacity of the Napaimute Environmental Department to address the environmental issues identified above.
• Become thoroughly familiar with OMB guidelines on procurement and implement these procedures.
• Prepare and solicit Request for Proposals for the hiring of consultants as needed.
• Participate directly in the updating of the Napaimute Community Plan.
• Documentation of traditional knowledge & scientific information on the local natural environment.
• Research, compile, and present information on environmental issues of concern to Napaimute and the Middle Kuskokwim, in general.
• Prepare monthly written and oral reports to the Napaimute Traditional Council & Administration.
• Prepare Annual Environmental Report to the general membership at the Annual Tribal Gathering.
• Prepare articles for the tribal newsletter and web site.
• Manage, implement, and update the tribe’s Solid Waste Plan including environmentally sound management /improvement of Napaimute’s small landfill.
• Evaluate and document environmental conditions in Napaimute and on traditional use areas with an emphasis on the natural resources of the Holokuk River.
• Ensure that all development of the community is done in accordance with State and Federal Environmental Regulations, and with respect to traditional environmental knowledge.
• Other duties as assigned.
QUALIFICATIONS:
Experience with Water Quality Monitoring Programs HIGHLY DESIRABLE.
College Degree preferred with an emphasis on natural sciences (biology, geology, wildlife management, etc.) and or Rural Development.
Previous work experience with some college education may be substituted for degree.
Must be able to communicate effectively orally and in writing. Basic computer skills required and to include: most common Microsoft applications (Word, Excel, etc.) Familiarity with email and ability to conduct research via Internet or conventional means are necessary.
Basic accounting procedures, previous experience with tribal governments, programs, and federal grants also helpful.
Must have a genuine interest in and experience with environmental issues specific to Napaimute and the Kuskokwim region, in general. Ability to work and travel with a minimum of supervision.
Experience with the safe operation of a ATVs, boats, generator, and snow machines required for field work.
Position requires at least part time living in Napaimute which is considered a remote location. This will require a high degree of self reliance, motivation, physical fitness, and possibly, the ability to endure periods of physical isolation. Housing is available while working in Napaimute.
