The Native Village of Napaimute is seeking proposals for the purchase one New Steel or Aluminum Shallow Draft Flat Deck Landing Barge, F.O.B Port of Bethel, or Entrance Buoy to the Kuskokwim River, Alaska – RFP#2022-01. Proposals must be received by the Napaimute Bethel Office at PO Box 1301 Bethel, AK 99559-1301 no later than 5:00 p.m., local time, March 23, 2022. Any proposal received later than the specified time and date will NOT be accepted or considered. No facsimile or telephone proposals will be accepted. Submitted proposals shall contain all information requested and be submitted in the format shown within the solicitation document. Mailed proposals MUST be sealed and clearly identify the name and number of the RFP on the outside of the envelope/package, as well as the Proposer’s name, address, and business affiliation (if applicable). Electronic submissions are acceptable. Proposals may be submitted by email or U.S. mail

The Affordable Connectivity Program is a federal program that helps low-income households pay for broadband service and internet connected devises. You may be eligible to receive this benefit if your household income is less than 200% of the federal poverty guidelines, if you receive federal assistance, or if you received a lifeline benefit.

The maximum benefit is $75 per household per month if you live on qualifying tribal lands, or $30 per HH per month if you do not live on qualifying lands.

You may also be eligible for a one-time discount of $100 for a laptop, tablet, or desktop computer (between a $10 – $50 Co-Pay)

(The ACP program replaces and is a continuation of the previous EBB program. The EBB is set to expire March 1,2022 for those currently on the EBB program)

U.S. Treasury guidance specifically requires that all Tribal entities that implement Cash transfers ensure that cash transfers respond to the negative impact of the pandemic and are reasonably proportional to the negative economic impact they are intended to address. Cash transfers grossly in excess of the amount needed to address the negative economic impact identified by the recipient would not be considered to be a response to the COVID-19 public health emergency or its negative impacts and would be outside the scope of eligible uses under section *602(c)(1)(A) and 603(c)(1)(A) of the Social Security Act and could be subject to repayment.

Due to a lack of response, there will be no elections held at the 2021 NVN Annual Meeting on November 13, 2021. Seat B will become vacant.

Following Section 7 of the NVN Election Ordinance: In the event that any elective Tribal Council seat becomes vacant between elections, the Tribal Council President, after first determining if the person consents to serve, shall recommend a person who meets the requirements of a Candidate to fill the vacancy for the remainder of the term.  Such person shall assume office upon approval of the appointment by a majority of the members of the Tribal Council.  If a majority of the members do not consent to the appointment, the Tribal Council may choose, by a majority vote, to either direct the President to select another candidate or approve a candidate nominated by a member.

Tribal Members 18 years of age and older that are interested in appointment to this seat must submit their Letters of Interest no later than 5 PM Alaska Standard Time, December 3, 2021.

Position:                              Kuskokwim Ice Road Foreman

Salary Range:                     $26 – 30 per hour – DOE

Employment Status:   Seasonal, non-exempt

Hours per Week:         40 hour per week with some overtime required

Description of Duties:

Responsible for annual construction and maintenance of the Kuskokwim River Ice Road, hiring and supervising employees, and general oversight and maintenance of heavy equipment utilized for the ice road.

Job duties include

• Pre-season maintenance, repair, and upgrade of ice road equipment.
• Pre-season procurement, inventory, and storage of ice road supplies.
• Assist Director of Development and Operations (DDO) with ice road planning activities including but not limited to aerial surveys, ground surveys, planning meetings.
• Work closely with DDO to determine the safest ice road routes
• Hiring, evaluation, and termination of ice road employees in close consultation with the DDO, in compliance with NVN policy and procedure.
• Ensure ice road operators are properly trained to operate, maintain and repair ice road equipment.
• Implementation and oversight of ice road safety program
• Provide direct supervision of ice road operators during all plowing activities
• Operate ice road equipment when necessary
• Procure parts, supplies and fuel for in-season operations following NVN policy and procedures.
• Provide properly completed support documents for all purchases to DDO AS PURCHASED to insure timely payment to vendors.
• Maintain individual Project Expense Records.
• Create and maintain individual equipment maintenance records.
• Collect time sheets and check for accuracy.
• Oversight of post season equipment and supply maintenance and storage.

Qualifications:

• Minimum 5 years’ experience working on the river ice roads.
• Minimum 5 years’ experience operating heavy equipment in general, road grader and plow truck in particular.
• Minimum 5 years’ experience in heavy equipment maintenance/repair.
• Experience supervising employees.
• Willing to relocate to Bethel for the ice road season – approx. December to April
• High degree of self-motivation and independency is required.
